Your telegram 24th June. S.S. Mascotte arrived here via Cape and has sufficient coal to reach Kobe. She only put in here to land the Captain's wife. Her papers are in order but she is bound to her Agents at Kobe, Messrs. Samud Samuel of whom Mr. Bandur is the Manager.

Your telegram of the 25th. Vessel sails tomorrow. In view of your telegram of 23rd July and of failure to obtain clearance within 24 hours granted and the admission by the Captain that the vessel is to be sold in Japan, I considered it advisable to refuse clearance pending reference to you.
